Your Excellencies,
We are writing as frontline activists under age 35 from across the globe and across different backgrounds and identities to urge you to support a treaty in the form of a new Optional Protocol to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) specific to ending violence against women and girls.
We are from countries where women are murdered in cold blood in the name of “honor.” We are from countries where girls are forced to marry at the age of 12. Some of us have been sexually assaulted. Some of us had to flee our countries just to be able to write you this letter.
We imagine you have read the reports showing the alarming spike in violence against women and girls that has occurred over the last three years. Young women – us – are at a high risk for violence. One in four young women (age 15 to 24) in relationships have suffered intimate partner violence by the time they are in their early twenties, the World Health Organization has found. For all women, the number jumps to 1 in 3 women globally, according to WHO. And in a report on the increase in violence following Covid-19 by UN Women, one in two women reported that they or a woman they know have experienced violence since the pandemic.
Statistics are essential, but they don’t begin to describe the moments we have lived and the ones we are still living. So while our appeal to you is political, it is also personal. We refuse to inherit a world where violence against women and girls persists. We refuse to live in fear. We choose instead to take action. We know there can be an end to this if leaders like you join us in calling for a new Optional Protocol to CEDAW.
An Optional Protocol has the power to change norms around ending violence against women and girls across the globe. It would codify definitions and standards, and, crucially, show perpetrators that impunity has ended.
The need for this instrument couldn’t be more urgent. Among its many shapes and forms, cyberviolence is now one of the most prevalent and widespread forms, afflicting 73 percent of women across the globe. The internet is a promising avenue for women and girls, but it also exposes them to new and evolving forms of violence. We see it every day: as bullying, harassment, loss of privacy, and threats of rape and death. Cyberviolence, like any other emotional and psychological violence, is just as damaging as physical violence, leading to fear, anxiety, and even suicide.
We’re aware of existing mechanisms that address violence against women and girls, but they are not comprehensive enough. Regional instruments only protect about 25 percent of the world’s women, leaving nearly 75 percent of women and girls without protection from a legally binding instrument on violence against women and girls.
This framework is not keeping women and girls safe.
We need more global leaders to become beacons of this cause. Hence, we have come together to urge you to make a public call for a new Optional Protocol to CEDAW dedicated to ending violence against women and girls.
Canada is a natural leader for this treaty. Your country has sponsored groundbreaking UN Human Rights Council resolutions on violence against women and girls, with strong international law arguments. Canada has also worked to eliminate violence against women at home through the 2017 national strategy to address and prevent gender-based violence. And at the 2021 Generation Equality Forum, the world applauded Canada’s commitment to invest in a care system to benefit women and girls, a system that will no doubt extend to survivors of violence.
The current UN Special Rapporteur on violence against women and girls, and three of her predecessors support the creation of this new instrument. Four nations – Antigua and Barbuda, Costa Rica, the Democratic Republic of the Congo and Sierra Leone – are championing this cause among UN Member States. Nations look up to Canada as a leader on this issue. More nations are likely to join the call following your leadership, leading us closer to changing global norms and giving women and girls their right to live a life free from violence.
Finally, nations look up to you personally, a Prime Minister who prides himself on being a feminist. This treaty is an opportunity to leave a legacy. As Her Excellency Shara Duncan Villalobos, UN Ambassador, Costa Rica, has said, it’s time “to take on the challenge not only for women and girls but for the whole of society.” We suspect you share her resolve and urge you to champion the call for a new Optional Protocol to CEDAW.
We hope you can see beyond our formal ask to the real reason we’re writing this letter:
